Title V, Subtitle A, of the Patient Protection and Affordable Care Act of 2009 clarifies the purpose of this title. The purpose is to improve the delivery of health care to every American. In particular, the needs of low-income, underserved, minority, disabled, and rural populations are targeted for attention under ObamaCare.
